Publish workflow version

/api/workflows/:workflowName/publish

Omitting executionTargets reuses the current draft policy. An explicitly supplied policy must exactly match the draft or the request returns 409. Desktop targets require sourceMode: source. Workflow and Conversation releases require at least one target. Kanban cannot enable Server, but may leave Desktop empty and continue using Server's static Web hosting.
