Get all Sub2API user subscriptions

/api/auth/admin/sub2api/user-subscriptions

The subscription, package cycle, and usage in the Sub2API management interface are read by page, and the Workflow account information is used to supplement the user identity that can be matched. The same query uses the 10-second in-process cache by default and merges concurrent requests. The cache is invalidated immediately after the subscription is written successfully. Subscription status and usage are not written to the Workflow Server database; payment totals and refund status are from the Workflow simulated order record. Accessible only to system.admin.
